Socio-Economic Baseline Study and Impact Assessment for a Solar Power Plant in the Philippines

SPIRE Philippines Holdings Pte Ltd (“Company”) – on behalf of Pacific Impact Development (“Pacific Impact”) and Sustainable Pacific Impact Renewable Energy Pte Ltd (“SPIRE”) – would like to invite your firm to submit proposals to perform a Socio-Economic Baseline Study and Impact Assessment for a solar power plant in Central Luzon, Philippines.
The Company has been formed and incorporated as a special purpose company and has the following shareholders:
- Pacific Impact Development Pte. Ltd. (www.pacificimpactdevelopment.com); and
- Sustainable Asia Holdings Pte. Ltd. (www.susi-partners.com)
The socio-economic baseline study and impact assessment aims to:
- Create an official documentation detailing the count of titled and non-titled land users within the Project’s area, identifying those who might face potential impacts due to the Project. This includes determining compensation eligibility for affected parties.
- Evaluate the breadth of socio-economic effects linked to the development of the project, particularly concerning land acquisition for the Project. These impacts encompass various aspects such as physical displacement, economic displacement, or a combination of both.
- Formulate a comprehensive framework for a Resettlement Action Plan (RAP) and/or Livelihood Restoration Plan (LRP) that aligns with national regulatory requirements and complies with the IFC Performance Standards 5. This plan aims to address the needs arising from potential displacements or disruptions caused by the Project.
After receipt of the Expression of Interest (EOI) and execution of a non-disclosure agreement (NDA), the terms of reference and associated documents will be provided to qualified advisors. Interested advisors should include their Philippines project references with the Expression of Interest. Failing to do so may result in disqualification, only qualified contractors will be contacted.
The Expression of Interest period will close on December 1, 2023.
The Request for Proposal (RfP) and Terms of Reference will be sent to shortlisted advisors after review of their qualifications and relevant project references.
